What You'll Do

Responsible for the overall management and direction of the IT Project Management Office.

Responsible for the overall direction, coordination, implementation, execution, control and completion of strategic IT projects ensuring consistency with and adherence to company strategies, policies, processes, methodologies, commitments and goals

Manages and directs the day-to-day activities of Project Managers responsible to:

  • Lead one or more projects including the formulation of the project teams, development of project execution plans, and deliverables
  • Lead complex IT projects through the full project life-cycle to include project initiation, project planning, project execution, project monitoring, and project closure to successfully deliver assigned projects within agreed upon constraints (e.g., scope, schedule, labor cost, and quality)
  • Develop and execute within full scale project execution plans to include deliverables, goals, milestones, resource loading, and cost; manages the project budget, and project resources
  • Direct and utilize project team resources to successfully deliver assigned projects within agreed upon constraints (e.g., scope, schedule, labor cost, and quality). Participate with project teams, peers, and management to resolve resource conflicts, priorities, and project issues

Manages and directs the day-to-day activities of Business Analysts responsible for:

  • Analyzing business and technical processes to formulate and develop new and modified business information processing systems.
  • Key interface points to the business unit to define requirements and business cases for the technology developments.
  • Coordinating with business and technology teams ascertaining system requirements, such as program functions, output requirements, input data acquisition, and execution of user's acceptance; and may coordinate testing, system techniques, and controls.
  • Facilitating IT project teams through business cases, eliciting key functional elements and requirements, requirements organization, translating and simplifying requirements, requirements management and communication, and requirements analysis.
  • Analyzing and assessing current processes to define and document requirements and improvements.
  • Developing software quality assurance documents to include business requirement documentation for IT projects. Work with business units to define and document project scope, requirements, and expectations and to report potential conflicts with other units to the project team for evaluation.
  • Working as a key interface point for business stakeholders, senior management, and the technical team to identify, discuss, and resolve any issues related to functional system delivery.
  • Ensuring effective communications exist with and among teams
  • Briefing upper management and project teams on work assignments

Minimum Job Requirements
  • Bachelor's degree: Minimum 10 years of relevant experience. Minimum 5years of management experience.
Preferred Job Requirements
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification OR Scaled Agile Leading SAFe or SAFe Program Consultant Certification required
  • Proven experience in Microsoft Project and/or Primavera (P6) or equivalent tool required.
  • Proven knowledge and understanding of project management best practices and processes such as those of the Project Management Institute (PMI)
  • Proven knowledge and understanding of project lifecycle management and software development life cycle
  • Proven understanding of risk management, risk mitigation and contingency planning.
  • Proven experience and knowledge of business analysis and project management principles, practices, techniques, and tools is preferred.
  • Proven knowledge and appreciation of business concepts and requirements as applicable to a large company/facility.
  • Proven knowledge and/or experience in eliciting requirements of complex projects and/or programs through business analysis techniques.
  • Highly-motivated individual with a natural instinct to lead.
  • Proven experience in effectively handling multiple tasks while meeting deadlines.
  • Proven experience in the use of tools such as computerized spreadsheet, data analytics, word processing software, and agile methods required.
  • Strong presentation skills, interpersonal communication skills, time management skills, organizational skills, and oral and written skills.
  • Ability to process computer data and to format and generate reports.
  • Ability to create, compose, and edit written materials.
  • Ability to develop and deliver presentations.
  • Ability to work independently and to work effectively as part of a group with diverse backgrounds and skills.
  • Proven experience in managing an IT Project Management Office or equivalent.
  • Scrum Master Certification preferred
  • Agile Project Management Certification preferred
  • ITIL Foundations Certification preferred
  • ServiceNow experience with Agile Development and Project modules preferred.
  • Highly-motivated with proven ability lead staff to develop, lead, and manage multiple concurrent and complex IT related infrastructure and/or application development projects in a fast paced, demanding business environment on time and within budget

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
